About SWAYAM
IWWAGE is spearheading SWAYAM (Strengthening Women’s Institutions for Agency and Empowerment) as a technical and learning partner to DAY-NRLM. It aims to test and scale innovative gender-transformative models that address deep-rooted gender inequalities and support women’s empowerment across India. SWAYAM focuses on designing participatory learning approaches for strengthening and expanding gender integration under Deendayal Antyodaya Yojana National Rural Livelihoods Mission (DAY-NRLM)staff, community cadres, and institutions.
DAY NRLM, under the Ministry of Rural Development,Government of India, is a flagship initiative dedicated to improving women’s economic and social empowerment by building and nurturing grassroots women’s institutions.
Vision and Objectives
SWAYAM envisions a world where women, particularly from rural and marginalized communities, have access to resources, are empowered to make decisions, and can achieve economic and social empowerment. The primary objectives of SWAYAM are:
Strengthen institutional mechanisms at various levels and ensure gender integration
Standardize capacity building process across the demand and supply side.
Piloting and upscaling Gender Resource Centres (GRCs) with SRLMs across states, providing women access to rights, grievance redressal, and support for gender-based violence
Approach and Methodology
Through a comprehensive capacity-building strategy, SWAYAM offers participatory gender training to rural women on critical concepts such as gender norms, rights and entitlements, gender-based violence, and legal protections. Women Self-Help Groups (SHGs), Cluster Level Federations (CLFs), and Village Organisations (VOs) play a key role in this process, facilitated by trained Gender CRPs and Point Persons.
GRCs serve as one-stop support centers for rural women to access their rights, record grievances, and seek solutions for gender-based violence. These centers, established at the block or Gram Panchayat level, have been instrumental in creating safe spaces for women and enabling access to justice.
SWAYAM partners with local CSOs to support and guide the implementation of gender interventions. These partnerships strengthen on-ground efforts and ensure that interventions are responsive to the socio-cultural context of each region.
SWAYAM continuously tests and evaluates innovative approaches to understand ‘what works’ in advancing gender equality. This knowledge feeds back into policy development and program expansion.
Key Achievements
SWAYAM has played a pivotal role in promoting gender equality and women’s empowerment through the following:
Publication of gender modules
0 modules on gender concepts published for training of staff and cadres of the programme.
Supported the programme in creating Gender Champions and institutional mechanisms
More than 0 Gender Community Resource Persons and 2.5 lakh Gender Point Persons have been trained to champion the cause of gender equality within their communities, facilitating conversations, and actions that challenge gender norms and practices. Over 1.3 lakh Gender Point Person Collectives and 25,000 VO-level Gender Forums have been established as platforms for collective action and advocacy on gender issues. Additionally, 2,200 Block-level Gender Forums have been set up to ensure continued engagement and action at the block level.

Nayi Chetna National Campaign Against Gender-Based Violence
Launched in 2022, the Nayi Chetna campaign has reached millions across 0 states and union territories, raising awareness and fostering community-led action against gender-based violence. The campaign focuses on capacity building, inter-ministerial convergence, and community participation, with nearly 6 crore people engaged over two years.

Expanding the Reach of SWAYAM
SWAYAM continues to provide technical assistance and support to DAY-NRLM in gender programming, ensuring that women’s empowerment remains central to livelihood interventions. Today, SWAYAM plays a critical role in formulating Gender Operational Strategies (GOS) for states and UTs, integrating gender into policy frameworks through evidence and advocacy.
